Easy Escape in INDIA
The UPA government has now achieved stability and acceptance, completing a considerable period of governance. However, the old ghosts would not leave the government so easily. The huge money scandal regarding ' Spectrum Allocations' has pushed the government in a corner, defending its the decisions. The opposition, especially BJP has already demanded the resignation of Union Minister for Communications and Information Technology, Andi Muthu Raja. The scandal which approximately goes up to minimum sixty thousand crores has raised a question mark onthe transparency in the governance already. To put it in a simple way, Spectrum Allocation is basically permission granted by the government to Telecom operators for the enhancement of electro-magnetic waves. This electro-magnetic waves in a way, signifies the network capacity of any company which provides mobile services. The crux of the matter relates with the ill-timed allocations deliberately ignoring the current market price of the spectrum. The Union Minister for Communications and Information Technology Andi Muthu Raja cleared this permission for Spectrum Allocations with its base market price of year 2001 in year 2008! It is but natural that the actual market price of year 2008 now showing tremendous increase, this particular permission has not been granted professionally and with true motives behind it. The Union Minister obviously would have gained the 'Best Wishes' (!) for the chief operators regarding Telecom Industry. But, this whole malfunctioning of the system does not end so smoothly. The companies who got the spectrum licenses in such a cheap rate, they obviously used it as a golden opportunity to make money in the market. These companies sold their spectrum licenses to big players in the telecom industry getting huge profit, nearly seven hundred times greater than the price in which they bought the licenses. It is crystal clear that the government was reduced only to allocation on paper, with the privateCompanies getting actual profit in huge terms. For example, Unitech Wireless Company sold the majority stake to a company from Norway-Telenor up to 67.25 percent and made a tremendous profit.Assessing till now, the scam consists of minimum sixty thousand crore of value which is one of the biggest scandals that ever happened in India.
The political angle of this whole issue is naturally complex than the scandal itself. Andi Muthu Raja comes from Dravid Munnetra Kalaghama (DMK). It has been revealed now that Prime Minister Manmohan Singh was opposed to Raja's appointment as a Union Minister for Communication and Information Technology for the second time. Now coming under enormous pressure for resignation, Raja has accused the PM himself for being aware of this particular allocation. He is being backed by DMK chief M.K. Karunanidhi. So, forget about sacking D. Raja, even the resignation on his own doesn't seem to be that simple. Stretching out the imagination, the only possibility appears is that- D. Raja would be accepting it in public; but as a mistake which would help to keep him out of focus and the whole issue would vanish as if nothing ever happened. It is nothing but irony as far as the opposition is concerned, that an issue of such a potential simply going waste because of the internal conflicts and clashes in the opposition itself. With BJP having a nightmare, even the other opposition parties not seem to be addressing this issue with a justified force. It is a saddening fact that with such an issue which can question the accountability of the government itself, nobody is interested. Even the media has viewed this as if a usual routine without any intensity. Now, only the upcoming winter session of Loksabha can answer whether the issue would be lost in an unparliamentarily behavior or it would be handled responsibly.

Spineless Wonder
The most dangerous element that can harm the concept of welfare of people is inability to take decisions. The political system may it democracy or any other form of governing body has to take decisions for these decisions whether right or wrong would lead us ahead to the path of growth.
The “central democratic state government of Maharashtra” seems to be uneducated regarding this fundamental principle of governance. It is disgraceful to find every now and then being ridiculed as a state which has a flexibility of an Ameba while taking stand regarding any issue. The government seems to be a spineless wonder which falls and rises with a victorious smile on the face.
The issues like ‘best of five’ or the persistent issue of Belgaon are testing the firmness of government or its uniformity regarding any policy. {It is open for debate to all whether this government has any policy regarding any issue!} The government seems to be helpless and hopeless to form any type of consensus regarding any issue.
The issue of best of five seems to be solved now. It must be considered that the particular issue was handled with a sheer insensitivity towards the future of students. The Supreme Court has only halted the High Court verdict. This whole issue was a fine example of state’s third rate diplomacy for pressing the stand of Maharashtra.Even the issue of James Lane and his controversial book has depicted the powerlessness of the state. It is easy to shout from the rooftops in the house abusing Lane or it is even simpler to make this issue as a political launch pad with the politics of emotions. But it was a hard task to present the stance of the government in the Supreme Court and this is where the state was expected to show its guts.
The issue of Belgaon has become a haunting issue for any ruling government in Maharashtra. The number of state delegations visiting the capital regarding this issue is infinite. The issue basically needs a positive Central Interference. It is crystal clear from the happenings that the top brass of the Congress counts the state Congress or ruling government as mere pawns with actual power invested at Delhi. This is practically a joke as the Central government of Congress ridicules its own party’s government at state level and supports the main opposition party in Karnataka. We should celebrate this unique event as the grand success of our democracy! Actually the state government does not exist in Maharashtra.
The issues like these relate us directly to the crux of the matter – whether the government has a backbone or not? We know the answer – a spineless wonder falls and rises with a victorious smile!!

Prime Minister’s visit to USA
In this week 47 heads of state have assembled in Washington, US to attend the world’s first Nuclear Security Summit ।The main focus perhaps is threat of laser beam on civilization। Our Prime Minister Manmohan Singh is also attending the summit This is second visit of our PM in recent time to US।
Our PM met President Obama on Sunday 11th April to discuss nuclear security as well as India’s concern over the military aid to our neighbor Pakistan, as well as situation in Afganistan. The PM has also discussed the Civil Nuclear Libality Bill which is at present in Loksabha under discussion. He informed the President that the bill is going through the democratic process. The opposition parties in India are opposing certain terms in the bill, specially liability aspect . The US is in hurry to get the bill passed in our parliament as, France and Russia have already inked the
deals.
There were high expectations about the possible meeting of our PM and Pakistan’s Prime minister Gilani. but the latest news is they will not meet. The Indian side is not keen at this stage about this meeting.
The world is worried about the possibility of falling the nuclear arsenal in the hands of terrorists. At present there is no evidence of such thing. But the possibility can not be ruled out, as highly enriched Uranium required to make an elementary nuclear bomb could be hidden inside a football.
This Nuclear security summit focuses on the most urgent dimension of nuclear danger. The number of states will announce
the actions they have taken .
The major terrorists’ attacks, specially the recent one in Moscow, has underlined the importance of such summit. The terrorists are acquiring the latest weapons and techniques.and hence most of the states are getting affected by their actions one way or the other. The epicenter of terrorists activities is middle east.To be precise it is in Pakistan. India is a great sufferer of this for a very long time. India expects from this summit some positive measures which may help to decide further actions to be taken to face the terroristt problem.

Originally, the marriage was to take place on April 15 although stories on the re-scheduling of the marriage kept coming in the media.

Confusion about PMPML Bus purchase
Now a days Pune’s big problem of public transport, which is manage by PMPML, is shortage of number of buses available to passengers. So PMPML decided to purchase buses to add to the existing fleet.
The decision of purchasing the buses is to be taken by PMPML. Now PMPML decided to purchase buses having door on both side but the PMC which is directly elected body of Pune citizen, objected to this idea it is really a confusion, why buses having door on both sides are required It having door on both side are required. It appears a whimsical idea. as a present buses having door on one side never felt any problem. Because of having door on both sides so yet nobody has explained the benefit of having doors on two sides with a convincing explaination. It is doubtful CIRT who had studied the Pune traffic problems perticularly public transport has recommended this idea. But Pune mayor has supported this idea and the standing committee has opposed this concept and announced that PMC may go in purchase of buses with doors on one side only.
As a matter of fact the passengers’ opinion should have been taken into consideration because ultimately they are the users of buses. With this the main issue of increasing the fleet of buses is unnecessarily getting sidelined which is very much regrettable.

Stop Commercialisation and Privatisation Of Education
UPA 2 is constantly following its ante people neoliberal agenda. Inspite of keeping its prmises government is doing hyper commercialisation of education. In yet another attempt to further the agenda of commercialization and privatization of education, the MHRD has come with a proposal to encourage renting out of infrastructural facilities of government educational institutions to private sector players. As per reports in the media the government is planning to bring legislation in this regard. This legislation would be applicable for central government institutions and be forced on the state government institutions as well. The logic which has been forwarded for this is that after classes most of the infrastructure in these institutions is unused.
This will only encourage the moves to commercialize and privatize our educational institutions. A similar directive was sent to educational institutions earlier under the garb of the austerity drive of the UPA government. Glimpses of such moves can also be seen in the Yashpal Committee Report which has stressed on the need for finding new ways to resource generation. Such subletting of infrastructural facilities would create commercial enclaves within educational campuses.
The most alarming part about this move is that the government is planning to wash off its hands from the need to expand our educational sector. Instead what it is trying to do is encourage private players to come and reap huge profits by charging hefty fees from students by setting up these new institutions and get away with paying some rental for facilities and infrastructure created by the taxpayer’s money. The argument that such moves would increase the access to education is completely spurious, as only the rich would be able to pay the huge amount of fees which these institutions would charge.
The government must realize that the way to increase access to education is through increasing spending on the education sector and not allowing foreign universities or public private partnerships of this kind. It has been a long standing demand of the SFI in places like Delhi that all colleges in Delhi University must start evening shifts so that more students can come and study there. Rather than increasing its expenditure to open more such colleges MR Sibal has decided on renting our government’s infrastructure to private entities. This only reaffirms the pro-rich and anti-student and neo-liberal vision of the government.
The SFI appeals to the student community to unite against any such moves which would create rented enclaves in institutions and help a selected few reap profits. We also warn Mr Sibal to desist from bulldozing his neo-liberal agenda on the student community in this country or else be should be ready to face the wrath of the students.
WE CAN CHANGE
Transport system of any city depends upon the population & its development. Considering that during our visit to Delhi, I noticed a big difference between the transport systems of the two cities Pune & Delhi. We can neglect the number of vehicles considering the population of the area but population can be control by using alternatives to petrol / diesel which are LPG / CNG
It found that the Delhi public transport has different types vehicles like auto rickshaws, taxis ( in taxis there are 2-3 different types municipal transport busses, private busses & METRO. Delhi auto - rickshaws & taxi uses LPG / CNG as fuel & some busses also ply on LPG / CNG which reduces the pollution drastically. On the other side Pune has rickshaws & busses but very few of them use LPG / CNG as a fuel whish tends to increasing in pollution. During peak hours the level of pollution is high but Delhi is getting a relief from this pollution because of wiser use of fuel like LPG / CNG. If Pune want to overcome the problem of pollution then it must have Public transport run on LPG / GNG. Most of the rickshawallas did not want to convert to LPG / CNG and blamed the government by saying that there is not enough number of LPG / CNG filling stations but if they had started converting into LPG / CNG then as per the demand - supply rule they will get enough numbers of filling stations. The other reason that is causing problems is the lack of political will power. Politicians those selves are not interested in doing such conversions.
Apart from pollution, Pune is facing another problem of traffic jams. The number of vehicles & negligence of traffic rules & signals. Delhiest obeys rules of traffics. In Delhi there is compulsion to were helmet for two wheeler riders (penal section - 129/177 MVA) & people are concern of self safety & helping government to maintain the law on other side when there was a compulsion in Pune to were a helmet then government was criticized by people & refuse to were it.
( actually there is rule to use helmet)
If there is a strike of busses in Pune then rickshaws make hay. If we consider Delhi there are many options of public transport which benefit to people, yes there are some internal conflicts between the transporters but it creates problems very less
If even half of the public transport vehicles switches to LPG / CNG it will give tremendous decrease in pollution level which will be beneficial to our selves.
EVEN BY SWITCHING ENGINE OFF AT SIGNALS ALSO HELP TO REDUCE POLLUTION.
I CAN SEE SOME POSITIVE CHANGE IN SOCIETY REGARDING SWITCHING OFF ENGINE AT SIGNAL BUT IF NUMBER OF THIS TYPE OF GOOD CITIZENS INCREASE IT WILL BE BEATER.

Sign Of Political Maturity
On Dantewada massacre issue hpome minister P Chidambaram had offered his resignation accepting its moral responsibility. It should be noted that no opposition party had demanded this. But when Chindambarm offerred all parties said that there is no need of resignation of home minister. It is high time to fight against Maoist's violense collectively. BJP and CPI(M) both stood with government and ask for serious steps to combat such violence. I think we must appreciate this. It is a good sign of political maturity.

Everything is in Name!
Before few day's in 'Pune Sahitya Sammelan' happened preciously & in cultural mood. In that one orgument is such that the puna university name has been change as 'Krantijyoti Savitribai Phule' & it has proceeding. Some self philosopher say's that what is in name? I say everything is in name, such as Identity! Name is identity of person. It's also a thought's of people.Like.we say Mahatma Gandhi than the thought come in or mind is truth, non voilence.& can come this thought after Adalf Hitler name? No,it's not! So that's the point.
Krantijyoti Savitribai phule is not a name. It's a symbol of a womens education. She was pioneer of women education & also a good poetress.Today's reform & progressive Maharashtra is because of Phule family. She has a thought's of freedom of woomen in India & I think that it's ok to change the name.
If William Shakespeare come in earth & queshioned to what is in name? then I say-"Everything is in Name?

Disinvestment Decoded
Disinvestment Decoded
What is disinvestment?
Disinvestment is selling off by the government, a part of the government’s stake in a Public Sector Undertaking (PSU’s). In simple words, the govt. is selling part of the company to a public/private individuals or bodies in order to earn money.
For example, suppose a company has a total of 100 shares. If all these 100 shares are owned by the govt., then the ownership of the govt. in that particular company is 100 percent. Now the govt. is in need of money. So it wishes to sell a part of the total shares (100) to the public/private. Let’s say, it wishes to sell 20 shares, which is 20 percent of the total shares. So we can say that the govt. wishes to disinvest (divest) 20 percent equity shares of the company.
Why disinvest?
There are many reasons for disinvestment but the most important reason is to fight against fiscal deficit in the annual budget of the country. Another reason is that the company requires more money for expansion. Disinvestment is a process through which the goodwill of a company is en cashed. Disinvestment provides a huge financial support to the already bleeding govt. accounts. In 2010-11, the govt. targets revenue of around Rs.40000 crore out of disinvestment. Moreover, disinvestment is not a new thing and it is going on, since1991, for the last two decades, with the government making Rs.58000 crore in the last two decades.
Which PSU’s are going to be divested?
There is a basic criteria for the divestment of PSU’s. The PSU’s which are earning profit consecutively for the last three fiscal years are eligible for disinvestment. There is a bouquet of 65-70 govt. PSU’s that are eligible for divestment (according to the financial year 2008-09). However this list may increase or decrease depending upon the financial results of 2009-10. Some of the companies that are lined up for divestment are SAIL, Coal India Limited, Engineers India etc.
Advantages of disinvestment
There are various advantages of disinvestment. The first is that, it helps in fighting deficit budgeting. After disinvestment the financial deficit in the budget is limited to 5.5 percent in 2010-11 as compared to 6.7 percent of 2009-10. So, it is clearly evident that divestment reduces the financial burden of the government. Apart from this, divestment increases the enterprise value significantly along with providing stability to the market. Moreover, people get the opportunity to enjoy profit by buying shares in these companies. Due to disinvestment, there is a significant growth in sales, assets, dividend, profit after tax, market capitalisation and salary of the employees.
Disadvantages of disinvestment
The basic disadvantage of divestment is that the govt. is losing stake in its companies. It can disinvest upto 49 percent equity shares but what will happen after that is the question that is being asked by economist. Disinvestment is a big tool in the hands of the govt., but at the same time it is also the only tool to earn revenue apart from the direct and indirect routes (Read, direct and indirect taxes). After selling 49 percent equity shares if it wants to sell more; then it will have to open the road for privatisation of some important govt. assets which will affect the overall economy of the country in the long run.
Consequence of disinvestment
Disinvestment was perhaps the last resort of the govt. in order to fight the fiscal deficit. But in the long run its effects can prove to be very dangerous and there is a possibility that it can change the very nature of Indian economy.
SAIL ready to undergo disinvestment
SAIL ready to undergo disinvestment
The Cabinet Committee on Economic Affairs (CCEA) has approved the proposal of divestment of 10 percent of government’s equity in Steel Authority of India Limited (SAIL). The company is also planning to raise 10 percent equity. The modalities are yet to be finalised but the divestment process is likely to fetch Rs. 16000-17000 crore. Both the processes of divestment and raising equity are targeted to be completed within this financial year.
After the divestment the government stake in SAIL would go down to 69 percent. The government and the company expect to make around Rs. 8000 crore each (calculated on current share prices of the company) through the divestment and the Further Public Offer (FPO). The whole process is going to be executed in two parts. In each part there will be a 5 percent FPO and 5 percent sale of government equity. This will be the first disinvestment in the current fiscal year.
Earlier three profit making central government public sector units, National Thermal Power Corporation, Satluj Jal Vidyut Nigam Limited and Rural Electrification Corporation Limited had been divested. In 2010-11, the government has targeted revenue of Rs.40000 crore from the divestment of its stakes in public sector undertakings (PSU’s).
Precious People : The Forgotten Ones
Imagine a day, when you walk out of your house, and are unable to take any further steps because there's too much stink. You smell and see it all over, yet the lack of food is making you bear it all, you have to reach the lone shop before it shuts, and tolerate a never ending queue for two bits of bread........then suddenly, you're shot dead.
Could you possibly imagine a day without the people who pick up your daily garbage, the waste disposal people, the farmer without whom you couldn't eat, and the army people who brave killer temperatures, sorroundings and weapons just to protect you, or the policemen who have to work for 24 hours at stretch, at times without proper food or rest, for weeks, their vacations cancelled ?
These are the men, without whom, we won't be able to survive, quite literally. Yet the fact is, that we rarely care to spare a thought for these people, taking time off our...um...BUSY lives. The governments ignore them, their salaries are peanuts, their torsos are mostly bones and their clothes are tattered. At the same time, the guy who endorses your favourite brand of poison (which soft drink do you take ?), the man who steals your money and tortures you to your face (politician) and the man who killed the buck are the ones you'd rather read , see , hear and talk about. And yea, they get richer n richer, doing things which are of little use, still getting the people's support. Near and Deer ones , did we say ?
You see, people would rather discuss the "Literary Meet", or "Yaar Apnee Waali IPL State Team Jeetegi ?", when these things are useless, yes, I used the word USELESS. Simply because, if tomorrow, one of em' was refused food, thrown waste in the face, and stabbed twice in the chest, I guarantee you I would neither be hearing literary verses from that person nor would I hear a "Mumbai Indians Zindabaad ! ". On top of it, no team ever plays for the state, which the gullible lots can't digest anyways, and it's no gossip that they play for money, ONLY. Yet, these are the people who get discussed, talked of and praised.
It is high time, that people are to realise, that the true Bharat Ratna ain't no Sachin, Amitabh or Lata, it is every single one of these people, without whom, the former three would be of little use. Why did I make this post ? Just to ensure, that it is upon educated people like us, to bring justice to these people, whether we become journalists or not. Also, it is about time, that signature campaigns are made to ensure a decent life for these people, instead of running a campaign to promote some "Sahitya Chalval" or "Aman Ki Asha" or some "26/11 Candlelight March" and other un-productive movements.
Here's Me Saluting The True Heroes Of This World.............................Peace OutZ!
Pune is getting HOTTTTT .... !!!
I have been living in the city for several years. That time Pune used to be a nice and cool place to live. With plenty of huge trees on both sides of the roads, the summer never became an issue for me. But, now the summer is getting hotter and unbearable every year. The meteorologists are giving reasons that hot currents from the north are the main reason behind the increasing heat. However I feel that we are more or less responsible for this.
In past few years, the population of the city increased so tremendously and the city expanded like a flooded river. No town planning, no long term projects, just expansion. Our public transport system also failed to match the increasing population and it caused a great hike in number of vehicles on road.
To bear this excessive load roads also got broaden. In this process we lost the most valuable thing on earth. Several years old trees which were the natural cooler got vanished just like that. Now we have 80feet, 120feet roads, but we don’t have beautiful tress along with it. Still nobody is worried that we are making urban desert of our city. If we don’t stop it now, the summer is going to be hotter every year.
We all love Pune, don’t we? Why can’t we let the city stay as it is? Let us all do conscious do our best to make the city a better place for living. Lets all come up with some wonderful ideas to save the green cover in Pune.
2 rapes in a week!!
Two army jawans raped a 19-year-old girl on Friday. She had gone to meet her boyfriend near a secluded area and the army jawans caught hold of the couple. They harassed the boy and then raped the girl.
What’s with Pune city? We were not safe at night and now we are not safe even the broad daylight. What is the police doing? Is the administration sleeping? Women NGOs need to wake up and demand to stop such acts? Why are men becoming such heinous animals?

Law on arresting a woman:-shilpa
Law on arresting a woman: An incident took place in Pune - a young girl was attacked by a man posing as a plain clothes officer; he asked her 2 come 2 the police station when she & her male friend didn't have a driver's license 2 show. He sent the boy off 2 get his license and asked the girl to accompany him to the police station. Took her instead to an isolated area where the horrendous crime was committed. The law [which most of us are not aware of] clearly states that between 6 pm and 6 am (from sunset until sunrise), a woman has the right to REFUSE to go to the Police Station , even if an arrest warrant has been issued against her. It is a procedural issue that a woman can be arrested between 6pm and 6am, if and ONLY if she is arrested by a woman officer & taken to an ALL WOMEN police station.. And if she is arrested by a male officer, it has to be proven that a woman officer was on duty at the time of arrest. Please fwd this 2 as many girls you know on your mailing list . Also! 2 boys coz this can help them protect their wives, friends, sisters and .mothers. It is good for us to know our rights. Do not neglect.

Forign University Bill Threat To Nations Intellectual Sovergenity
The Union Cabinet has cleared the Foreign Educational Institution (Regulation of Entry and Operation) Bill in a meeting today. This has paved the way for introduction of this bill in the Parliament. This move by the government is meant to further the agenda of commercialization and opening up our education sector to foreign players in keeping with its neo-liberal policies. This bill had been pending for the last four years, since it could not be tabled in the Parliament due to the spirited opposition by the Left Parties and the democratic student movement during the previous government’s tenure. The new HRD minister had declared that getting this bill passed would be one of the first things on his agenda.
Contrary to what is being propagated by the government and its neo-liberal ideologues the foreign university bill will not bring in any quality educational institutions to our country. It is only an attempt to legalize profiteering by substandard and commercially driven educational providers to come and set shop and make money in the country. The bill also exempts all these foreign educational providers from obeying any quota norms which will further increase the discrimination levels which already plague our educational system.
The passage of this bill would also be an attack on our intellectual self-reliance where educational providers would not be guided by any concern for the society at large but more interested by profit motives and at best serving the dictates of the market.
The SFI has been consistently opposed to this bill and will launch a country-wide movement against this anti-student and anti-national legislation. We appeal to the student community to rise against this attempt to sell out our education sector and also expose the myths which are being circulated to garner support for this bill.
The problem which our education sector faces can not be handled by promoting and allowing more private and foreign educational providers who have a free run. What is required is a significant increase in government spending on education, something which the present government has conveniently forgotten and overlooked.

Migration decoded
Migration Decoded
Nirupam Banerjee says……
With the changing times, as our country is fast moving on its path of becoming an economic superpower, there are various problems that India is facing at present. Be it of poverty, unemployment or social injustice. However this rapid transition of India from an agricultural economy to an industrial one has given birth to another problem, i.e., migration. There are various angles in which this problem of migration can be analyzed. Some say, it is a social problem, some say it is a political problem while others argue that migration is not a problem, but a situation created as a resultant of the difference in the economic demography of the country. Let us discuss the issue of migration in detail.
What is migration?
Migration is movement of people from one place to another place in search of job, education or any other amenities that is not available in their native place. So migration can be for any purpose, be it education, job or better civic amenities.
Migration as a social problem
Every human being on the earth wants to live happily and prosperously. However in a country like India, large chunks of our people are unable to meet their basic needs of food, cloth and shelter. Now if you are not getting any job in your native place, then there are only two options left for you to choose. Either you die, because without job you don’t have money and without money you don’t have food. So either you choose death or choose to migrate to a place where you can get a job (Atleast you will be able to manage your food). Nobody in this world wants to leave his or her native place, but it is the situation that forces him or her to relocate. Every one of us wants a better life and migration happens in search of that better life. Big cities means better education for children, better job opportunity, better health opportunity and the scope to achieve the so called desired life. So the pin point is everybody wants a better life which leads to migration of one or the other kind.
Migration as a political problem
Some people often argue that migration is a politically linked social problem. People argue that politicians are responsible for the ever increasing problem of migration. They blame politicians for their ineffectiveness in proper economic planning leading to differences in economic development of various regions. Take for example, if the government had treated both Maharashtra and Bihar in the same way, perhaps situation would have been something different. People often argue that why the government is not doing anything to increase job opportunities in backward states that often force the people of these economically backward states to migrate. It has been widely seen that union minister’s tend to allocate projects in their native place/state and does not consider regions that genuinely require that project.
Migration as a resultant of the economic demography of India
Migration is a problem that has taken birth as a result of the difference in the economic capabilities and conditions of a place that is beyond the control of government. It is a well established fact that places like Mumbai, Kolkata, Chennai and Delhi enjoy a long history of development (may be a century or two). It was but natural that after our independence these cities got priority and that is why these cities have reached to a position where they are now in. Now the advantages of these big cities are that they can provide large scale employment and better civic facilities, which attract people from other backward states to migrate to these big cities. It is also a well established fact that Mumbai was the economic centre of India from a very early period.
Another factor that affects the economic demography is the availability of natural resources. States with availability of natural resources such as coal, petroleum, mica, iron-ore etc attracts investment. Take the example of Jharkhand. It has 28.3% of the total natural resources in India and it is developing itself as a major industrial state, providing ample job opportunities for the native as well as people from outside. So it is clear that economic inequalities also lead to migration.
Advantages of migration
Though we always see migration in a negative manner, but there are various advantages also. The first and the foremost is migration increases employment opportunities as well as develop the local economy. Take for example Pune. The economy and employment opportunity of Pune is highly boosted by the migratory population. The migratory population brings with it a large sum of money, i.e. injected in the local economy. The natives earn money by providing residential and mess services to the migrants. A burning example of this is the area near by the private engineering and medical colleges and other educational institutes where cot services and mess services have grown up like mushrooms.
Another advantage of migration is development of a cosmopolitan culture that is very healthy as well as essential for the eradication of social taboos like caste system. This cosmopolitan culture also develops the feeling of unity among diversity leading to national integration. Due to migration, the primary culture (native culture) comes in contact with a secondary culture (culture of the migrant) and this leads to the development of a tertiary culture, which is popularly known as cosmopolitan culture. This culture helps in eradicating factors that are primarily responsible for the fragmentation of our country.
Disadvantages of Migration
There are various disadvantages of migration as well. The first and the foremost is the threat to the native culture. At the same time it increases competition for getting employment opportunities (However in real terms migration is leading to a situation wherein Darwin’s theory is applicable, i.e. Survival of the fittest). Migration also leads to social and economical imbalances.
Another advantage of migration is availability of cheap labour and the best brains for different types of work. This helps in raising professional standards.
Some tentative solution to the problem
- Large Scale Government Schemes like the National Rural Employment Guarantee Scheme,Mid Day meal, Indira Awas Yojana, Sarva Siksha Abhiyaan are some of the landmark schemes started by the government for the development of backward regions. Now if a person is getting a job guarantee in his native place, then it is but obvious that he will not migrate. Similarly Sarva Siksha Abhiyaan is also providing free education to children along with mid-day meal. So these schemes are an attempt by the government to reduce economic inequality and help poor people meet ends.
- The government should give priority to the development of backward regions. People migrate in order to meet their basic needs. Now if their basic needs are getting fulfilled in their native place, then they won’t migrate. The government should get into the root cause of migration and try to eradicate that.
- Should look above politics as far as national interest in concerned. It has been widely seen that union minister’s tend to allocate projects in their native place/state and does not consider regions that genuinely require that project. This should be stopped at any cost. Transparency should be maintained while allocating projects.
It is time to rethink on the issue of migration once again and act accordingly. It is time that we give more importance to nation rather than region and it is time to again sing the song in full spirit
“Mile sur mera tumhara
…….toh sur bane hamara”
Red Salute to Comrade Partha BiswasYesterday the Maoists Trinamool combine have gunned down Comrade Partha Biswas, Secretary of SFI, Harda Local Committee in West Midnapore, West Bengal. Armed Maoists surrounded Comrade Biswas in the evening in his village Malabati and fired two bullets in his head. Comrade Partha Biswas aged 25, was also the Joint Secretary of Belpahari Zonal committee of the organization. A commerce graduate from Shilda College in West Midnapore, he had been active in organizing the students in particular and the common people in general against the Maoist- Trinamool menace in the Belpahari region. He had been vocal against the politics of killing by the Maoists and the Trinamool Congress.Comrade Partha Biswas happens to be the fourth martyr of our organization who has laid down his live after the last Lok Sabha elections. Previously Comrade A B Bijesh, our Thrissur District Secretariat member was killed by NDF fundamentalists in Kerala. In West Bengal in the district of West Midnapore alone two of our leading comrades Comrade Abhijit Mahato and Comrade Tilak Tudu had been killed earlier by the Maoists Trinamool combine.Comrade Partha Biswas also happens to be the tenth student who got killed in West Bengal after the parliamentary elections either by the Maoists or by the TMC.The SFI strongly condemns the brutal killing of Comrade Partha Biswas and appeals to all democratic minded people to isolate the proponents of such violence and killings. SFI calls upon all its units to protest this heinous killing in all the campuses of the country. SFI dips its banner of Independence, Democracy and Socialism saluting Comrade Partha Biswas. We pledge to keep up the ideological political resistance to the bankrupt and reactionary politics of the self styled Maoists who are killing Left activists and supporters at the behest of the anti-left alliance led by the Trinamool in West Bengal. On behalf of the SFI CEC we also extend our heartfelt condolences to the family and friends of Comrade Partha Biswas in this hour of tragic loss. And from every dead child a rifle with eyes,And from every crime bullets are born,Which will one day find the bull’s eye of your hearts.

Maoist's trouble
In west Bengal & Orisa in addition to Chattisgadh are being highly affected by maoist activities. Recently Lalgadh in West Bengal and Koraput in Orisa are in the limelight continuously for Maoist problem. Maoists killed indiscriminately villagers and the policemen at both places.
Lalgadh and Koraput are strongholds of Maoists. Home Minster P. Chidambaram visited Lalgadh, perhaps for the first time mingled with the villagers and listen to them and offered condolence. He remarked that the state government has to do much more to eliminate Maoists.
P. Chidambaram indicated that he is not satisfied with west Bengal govt. At the same time when home minister was on Lalgadh visit, Maoists killed 10 policemen in Orisa . The act shows that Maoists are not deterred by the measures taken up by govt. This situation puts a big question mark on the security and development of Maoists affected areas.

Women Empowerment: An illusion?
When I read the news, three men raping a lady in group and I was stunned. Lot of thoughts started making rounds in my mind. The city which used to be the safer place for women and elderly persons is no more safer. We have been witnessing incidents of women getting raped and elderly people getting attacked with the purpose of robbery repeatedly. What’s more shocking, one of the three accused was deported for four months but the period of deportation was reduced to two months. Police needs to bring it to light that who was that influential person who reduced his period of deportation by pressurizing police.
The above fact has brought for the dubious connection between these kinds of criminals and politician. We also have come to the conclusion that now police is manipulated and pressurized for political gains of some rogue politicians.
After sixty years of democracy and so many legislations to empower woman, we still have been witnessing these kinds of incidents which bring the grave situation of women in the country to our notice. We still have not come out of mentality of mail domination. Any amount of law alone will not solve the problem and empower women but we need to implement these laws effectively and build confidence in women community that states does care for them. Perpetrators of such heinous crimes should be given exemplary punishment so as it to serve as a lesson for these kinds beasts in society.
One thing which intrigues me when I think about this particular crime is, in the last some days incidents these kinds have taken place. Our police should have learnt something from them and should have adopted some kind of effective mechanism to catch hold of these kinds ill mentality in society. In no circumstances then should surrender to political pressure. By saying that it again is wrong to expect everything to be done by police. Women should be cautious enough as to not to get in some strange person’s car or in any other way to avoid such unfortunate incidents.
Finally it becomes the responsibility of everyone including government, NGO’s and different social and cultural organizations and family to imbibe the values gender equality. Incidents of these kinds reflect the wretched attitude of male dominated society.
Legislations to empower women needs to be effectively implemented to counter such incidents. The hallow discussions of women empowerment would be of little use in the absence of paper and effective implementation of laws. The prevention of women from domestic violence act (PWDVA) has extremely good provisions but there is no proper system to implement that, sufficient and trained manpower should be appointed soon to encounter crimes against women. The women’s reservation bill seems to be optimistic symbol to empower women, thereby improving these in Loksabha and state legislative assemblies. All political parties forgetting there selfish political motives need to come together to convert bill into law by huge majority. Women and depressed classes in society have suffered a lot till now. This is high time for us to stand up and start marching towards a larger goal of converting biggest democracy in the world to equitable and meaningful democracy in the world.
